It's a houseruled item from the sheet creators game, essentially a chameleon suit in a cloak form.

Other related items are the Ruthenium Polymer Coating body armor modification, the Chameleon Coating weapon and vehicle modifications, all from Arsenal. Pretty much the same technology that the Chameleon Suit uses.
