FFBA and PPP are special - they stack, even though normally nothing stacks, because they are Special Snowflakes designed to be worn under your clothes.

All of them stack, so yes, 9/7. The FFBA is counted as only 3/1 rather than 6/2 for encumbrance (which is what makes it good), so it counts as 6/6 for encumbrance (ie, no penalty for a 3 body character). Armor has no Strength requirement.

I read the armor rules again and as I understand it armor doesn't stack.
Am I misreading it or is it a rule from Arsenal or another sourcebook sadly lagging in my collection?

Normally armor doesn't stack.

FFBA has a special notation in the rules that says it does.  It is designed to be worn under other armor or clothing.

PPP falls into the same category as a helmet or a shield (again specifically called out in the book) in that it modifies your armor rating, rather than being counted as separate pieces of armor.

Do not get frisked or patted down wearing any of this stuff.  Or walk through an airport scanner.  While its all legal, triple layering armor probably looks a bit suspicious.  Its a good way to get pulled out of line for an extra check or to have johnny law run a extra verification on your SIN.  There are certainly times when you want to dress like this, in fact most of the time you do, but if someone is gong to be taking a very close look at you this may be a red flag, (depending on the campaign and the GM's style.)

Otherwise you are correct armor does not stack.  Once kitted out in your FFBA+PPP+Armor, if you grab an armored great coat and put it over the whole thing your armor rating doesn't go up any more, although you may have heat stroke or buckle under the weight at that point :)

Edit: not to be a complete smartass, but considering a character is with this kind of kit is wearing a skin tight body suit under a layer of pads, protectors, and plates originally developed from sports equiplent, including a "vitals protector", under a suit of clothing that can stop a bullet, how many complex actions does it take use the bathroom at this point?  Image a cadre of stone cold, highly trained covert ops professionals in a van, on the way to a mission, with the leader saying "what do you MEAN you have to go!  I told you all to go before we left the safehouse!"
