So the general idea is haveing a rigger with  Synaptic Boosters 3  and running hot sim, jumping in and out of  vehicles without lossing passes in the combate turn as a rigger. Is it worth synching up  the two worlds?
Is it ok for a rigger too be out of "The Van"  shooting and scooting with the rest of the team?

Depends on how long he's been in that van.

I think the character will be more fun to play if it is out there and not just sitting in a van.
So go for it, but maybe less than +3 IP i RL can do the trick. The last +1 IP from 3 to 4 tends to be very exensive in nuyen and essence (and availability).

with 4IPs in RL, you can savely control your drones via AR and shoot your own gun in the next pass.

I say, if it fits in with your character concept, and you have the BP to spend on the nuyen and Quality to get it, then go for it - it's your character after all.

If you're going to invest the resources to have 4 IPs, you should seriously consider using AR rigging with Remote Control most of the time. Remember that hot sim makes you pass out on the ground, so you do NOT want to switch from physical combat to hot sim. Switching from physical combat to AR remote control is fine though.

Yes it is a big investment  and it definatly cut deep in the drone budget so i just changed up how i was doing things to try and cover or avoid needing big gun suport MCT fly spy and the crawler drone saw more use and got us out of fights we didn't need.
During our out move away from the Corp holding warehouse we got caught up in ganger race rally we pulled out fast but some got pissy for blood it was a fun fight swapping AR for the meat and shooting gangers out the driverside window.
