What she meant (and I failed to translate into english) is that opposite to Denver gangs. Vor (russian syndicate leader) isn't on friendly terms with his subordinates (bojeviks) he just gives them order, and cut their balls if they fail to do what he asked them. Gangs are more like family, where gang leader act more like a father.

IMO he meant that Vory dont have friends amongst gangers, treat them with disrespect and so on. IMO it would be difficult task if we would try to convience Kirillov to consider Tony to be a good partner for his doughter. On the other side, in the heat of upcoming battle he would have the chance to prove himself...and if Tony is the lucky one, every other 3Ks will be killed so nobody would be interrested to know that Maria really killed their former leader...and even Tony would never find out this fact.
