No. programs depend on Response rating of the device. Signal is used for determining whether or not you are able to connect to other device or matrix as a whole (see Signal - Distance table somewhere in rules...imo...you may rather read the rules )

Jamming just affects signal in binary fashion. If signal+eccm are less than or equal to the jamming strength, there is no signal. If signal+eccm are greater, there is signal.

Basically, reduce your Signal+ECCM by the rating of the Jammer. If it drops to 0, you have no signal. If it is more than 0, you have signal, at the ranges listed in the book.

@ mistromge: when you're using the invisible castle dice roller and it gives you the results screen, you can copy and paste the very last chunk (it's called BBCode) into the post and it'll display the results the way you're going after.. you can hit the preview button to see what it'll look like before it gets posted. I'm not sure if the increase reflexes spell I've cast will immediately give me a second IP or only the next turn, so for now I've only posted one IP (casting the spell).

Things would be much easier if we use standard surprise test. it give no space on need for further interpretations. IMO...
