It's one of my pet peeves that Riot Armor gets the Chem Seal option and SWAT Armor doesn't. That's actually what made me realize that Chem Seal wasn't just readily available to any full suit of armor.

I give Ballistic Masks 3 capacity for vision enhancements personally, but I don't know that I'd actually give them any for anything other than vision enhancements. I don't really see them being able to get an effective full trode just from the face and straps. Then again, the capacity for helmets really hasn't made sense to me at all (7 for FBA and 6 for Riot suits, but Milspec only gets 5 and SWAT only gets 4?). I don't know why they left out how many enhancements they can actually take, but they fall into that same unclear area as Imaging Scopes where its just never made clear.

I checked Chummer, and the Urban Explorer Jumpsuit can get the Chemical Seal. SWAT Armor can't?! What the bloody hell?

At six they'd have more capacity than Military Helmets. I honestly just went through the list of helmets and gave them a rating equal to the lowest helmet I saw (bunker helmet). For some reason I'm picturing them as closer to the size of a Hockey Mask in bulk where you can still wear goggles over them if you want.

Maybe I missing it somewhere, but I can't find Urban Explorer being able to accept the Chem Seal in SR4A or in Arsenal when it talks about its capacity rating. Chummer is a nice program, but this would hardly be the first time its inaccurate on something. The only armor from SR4A that can take the Chem Seal RAW is Full Body Armor.

I think the guy that does Chummer just assumed that it as 'full-body armor" as in "suit + helmet/hood", rather than Full Body Armor, the specific armor, since he lets you put Chem Seal in Full-Body Formfit as well.

I didn't have any success for my quest for street legal* chem seal.  However, there's a lot more than I thought. 

If you're on the lower body side, you can wear Mitsuhama EE suit.  It's 3/3 armor so you'll really need to stack armor.  It also has 5 capacity.  It's pretty cheap as well.  However, you can't could wear it down the street in most cases. 

There's also the drysuit.  It's 0/0 so you can just wear it.  However I'm unsure how well drysuits work in a non-aquatic setting.  I guess you could wear FFBA, then the drysuit, and then the rest of your clothes, maybe.  You'll have to wear a facemask which may or may not be work depending on where you live.

*- Defined as an outfit you just wear while walking the street without being too weird or illegal

Edit- Changed my opinion on FFBA and wetsuit stacking

Well RAW Drysuits can stack onto FFBA. I wouldn't allow it in a home game though by any means. The legality system really makes me miss the old SR3 system that actually broke it down into possession, transport, and carry (along with actual fines and jail time for each crime). That said, even if you're gear is legal, many stores will kick you out just for creeping out the other customers (try walking into walmart wearing a WW2 Gas Mask and you'll get this if the cops don't show up.)

Oh yeah I agree.  That's why I can't say you can just wear the EE suit around.  However, there's a lot of places in the SR wear people have to wear masks due to poor quality of the air.  At those places, wearing a gas mask isn't that out of place.  Seattle however isn't one of those places.

Sadly for nearly anywhere street travel, you'll likely have to just live with chemical protection 6 and the implicit threat that chemical attacks are met with murder (you can usually kill someone before even an immediate chemical goes off).  A mage with the detox spell can also help.
