Okay,this is too funky to ignore. I was reading the end-part of the Horizon description (pg.104) and a similar telling (pg. 98) in "The Corporate Guide". This immediately clicked a memory and I pulled out my 3rd edition copy of "Loose Alliances". On page 28, it mentions a native Indian, named Zabotnik, who developed a techno/neo-communist concept back in the 2040's and disappeared . The encounter described by the T-bird smuggler, Mad Mike, resembled the above ones very closely. Horizon may have been built on good intentions, but as the saying goes.....
So my query is this: Is Horizon using the founding technology and political teachings of Zabotnik to create a 'hive-mind' to eradicate the sins of individualism of metahumanity? And if so, how close are they to 'assimilating' us?
