Having assessed the situation Omar decides to take a risky but possibly effective step. A few steps down the stairs maneuver Domarobbey into the position with clear shot at Katsua:

Unexpected appearance of the drone, caught the yakuza boss  offguard. He managed to throw himself into the lobby, but before he disappeared there the short burst hit him in the chest without visibly hurting him.

as for the applicability of the charisma, whether you're using a tool or not, it is still your own words, your charisma, and style of trasnmitting the message (regardless of good other conditions, that is reflected in low modifier to the roll despite high hostility and professional training of the goons - and that why the rolls are needed for both and for low skill ratings).
in this case, since you have low charisma, you choose a slightly too high tone of the speaker, and a robotic style that did not convey any emotion, resulting in less threateaning power than it could be when Fractal would be the one using the same equipment.

Somehow the yakuza goons weren't subdued into submission by the appearance of the drone (or maybe it was the miserable effect of its shooting at the yakuza boss) and with intimidation attempt failed, they return automated fire.

The goons disperse dodging. One of them dashing toward Lips alley the other taking cover behind the Omar's van. Last simply dropping to the ground.

the goon dodging bullets from the drone at the street jumped into the alley with Lips, a bystander in his opinion. Imagine his surpise when the beaten mage threw a stunbolt.

Fractal decided that each goon down counted, and that perhaps he could use the equipment they have among them to send some chaos to their wireless talk. In order to do so, he decided his best bet was to approach the guard in this floor (he wasn't being able to climb the stairs, anyway) and surprise him with two shots from his Yamaha Pulsar.

I'm sure there's a visibility modifier which should do something like -3, and I'm not sure if there's a way to use smartlink in the darkness (even though Fractal's echolocation is being digitally analyzed by his Simrig. So I'm waiting on your call.
