While "B" is the more interesting option, it might be hard to balance the influence of NPCs on the PCs actions and preventing bias.
"A" relies on pure strategy with no outside influence, while "B" relies on luck and strongly on the GMs whim.
True. I guess the good news is that the things I'm biased against, I just try to houserule or ban

I'll do my best to be fair and treat everyone equally... and I'll PM my bank account number to the players that want to be treated more equally than others

How will you handle drones? If i buy a dozen flying snipers and half gets shot down, will they be missing in the next round or will they get replaced.
I was typing: The game's sponsor has agreed to refund and/or replace all damage done to the contestants and/or their property. Not to worry. Other than returning from death requiring a character to burn a point of edge, nothing will be lost.
But then, I'm not sure this is a good idea... what are your thoughts here? A rigger with 200k nuyen worth of Cyberspace Designs Dragonfly Drones w/ C12 mod (that's 80 Dragonflies!!!) would be just insane.
I guess I'll go with the "full refund" for now, but I'll point everyone towards the "No Cheesiness" and "No Metagaming" rule in the first post. IMO a rigger would never just sacrifice his drones, throwing away all the money and time he spent putting them together. A
"Oh, they'll all be magically restored later anyway." mindset is kind of metagamey.
If I see this generosity being abused, I might throw in a little divine intervention and change the rules later to fix the problem.
