I would like to make a charater named Lucifer mckenzie, he is a street samurai. I'd like to give him, wired reflexes 1, muscle augmentation 1, muscle toner 1, orthoskin, Thermosense Organs, enhanced articulation 1, and 2 cyberarms. 2 taurus  24/7-G240B-10, 6 clips, a lot of ammo, and 2 punchblades.

Please tell me if this is ridiculous and if so, why.

Wired Reflexes 2 isn't much more nuyen/Essence so it could be worth to start with.
Muscle Augmentation and Toner at 1 could as well start at 2. If you need it at all. I guess you are planning to get custom cyberarms with agility 9 and build-in gyromounts so you can dual-wield your guns. If so you really have all the needed Agility right there.
Generally speaking if something is worth dooing do it to the limit. It is often cheaper to get something at max rating at chargen instead of wanting to upgrade it after start because you then effectively has wasted some BP.
Try yo post you character. That will make it a lot easier to give feedback.

I was going to dual wield with my regular arms and reload with the cybers, yada yada.

Cyberarms are not extra arms (though I think you can get an extra limb). Cyberarms replace your excisting arms.
Reloading shouldn't be that big an issue though. You normally have taken care of any opposition (or have gone down yourself) before that. Combat is really fast in Shadowrun.

Then you need to be a changeling and have Shiva arms (Runner's Companion p. 115).
Alternative you could get a weapon mount (Augmentation p. 43).

Some follow up:

Lucifer will be playing in my game. He doesn't know this yet (but will now) but the cyber arms can be for replacement arms but not additional arms. We will be playing original Shadowrun as those are the books I have. I'm not familiar with any other races besides those listed in the original hardback book. I also have many supplements to the original book (guides and adventures) that we'll be using but the Runner's Companion isn't one of them. Is that for a newer edition of the game?
