You can have a cyberarm and  Muscle Toner/Augmentation. It's the cyberware Muscle Replacement that can't be compatible with the Bioware. However that cyberarm obviously does not get the strength boost from any of the augments.

I love cyberarms on a character that has otherwise low physical attributes as it is relative cheap and you can have a reasonable dice pool.  However on a character with high physical attributes there are other better ways to spend the 1 Essence.

I don't know if there's a rule for it, but in my opinion, if you did both cyberarms and Muscle Augementation/Toner, you'd get the bioware's bonuses to all your other limbs that weren't replaced by robot ones (legs and torso), but the cyberlimbs would need to be enhanced using the usual rules. A cyberlimb is straight machine. It has no biological muscle fiber for the bioware to enhance.

Considering that you need to average the stats of all your limbs and torso in many cases, there's still reason to want to do so. You want to enhance the rest of your body so that it doesn't hold you back when your uber-powerful cyberarms are trying to do their thing.
