Of course an organized sniper strike is good for wetwork but it's messy and really hard to make it look like anything but a hit.
You'd be amazed at what you can actually fire through to hit targets in this game. Especially if you've got a way to see through walls (Ultrawideband Radar, AR overlay of the target via your Friendly Neighborhood Hacker, etc.). A Hunting Rifle with +4/-4 on a hit can manage to go through structural material (DV 12 with 1 net hit,  AP -1). God Help them if you actually have some serious firepower (a couple actual Sniper Rifles and some APDS or AV rounds). A Barret with AV can go through Heavy Structural Material quite nicely. Sure they won't all be in one place, but that's what recon is for. Picking up patrol routes and habits.

As for what it accomplishes? That's up to the mission. There is almost always a better way than straight up gankfesting the security, but I was pointing out that ambushes are still possible even in the security minded 2070s.

Yep, they'll roll 5 dice for what they are specifically on the look out for and the normal Threshold for noticing a pedestrian is 2. All the other modifiers are pretty much penalties that would apply.
