what would the CAS, UCAN and so  on equivalent for homeland security be or should i keep it homeland and have it as a joint task force agency

There is no equivalent agency for any of the nations, as SR's timeline was written long before the 9/11 attacks and the creation of the Homeland Security agency.

The CAS equivalent would be the Department of Domestic Investigation, which is their national law enforcement agency (though it has a couple of dedicated sub-units, including the Confederate Secret Service—the CAS equivalent of the USSS).

The UCAS has had a Department of Homeland Security that was introduced in Runner Havens (...). There are now just eight UCAS federal law enforcement agencies, as opposed to ~30 U.S. agencies or those with law enforcement powers. The two agencies of note in DHS are the UCAS Secret Service, which also oversees the Federal Capitol Police Force, and Homeland Enforcement and Defense, which is basically the closest thing to a national police force you're likely to see in the UCAS. Let's just say that for simplicity's sake that HEAD's mission covers everything ICE, CPB, Border Patrol, Coast Guard, FPS, etc. do now.
