Ofcourse it is possible rules wise... you just get 2-3 less dice due to lower Charisma, everything else works as normal.

With Surge and genetic optimization you get a 6(9) Charisma stat like every normal Human then go for a burnout mystic adept to squeeze in the best of 3 worlds and you will have enough dice to handle it.

A roleplaying reason could of course be that his Family had trouble to integrate and pushed their seamingly well doing boy in front of them to handle like... everything where they needed to interact with someone outside of the Family...
From there he picked up and trained the skills untill hea realized he could just toy with others and their emotions....
Or just pick some other universal why am I good at social skills story. Hardly any story out there is race specific I think.

Surge II 10BP
 - Metagenetic Improvement Charisma 15BP
Genetic enhancement Charisma 0.2 Essence and some Nuyen...

And you are at 2/7(10) Charisma like an Elve.

got 5 BP positive Qualities left to either go Surge 3 or add something like First Impression (probably worth more)
since oyu allready spent  Essence on ware go with a tailored pheromones I think...
You could also spend those last 5BP on Adept and go the Adept route on top of that but you allready made huge investments on that char and spending BP on Magic is Expensive too...

It's a Metagenetic Quality, so you need to take a SURGE/changeling Quality first... or be a Metavariant. Rules for both are listed in Runner's Companion.

Metagenetic Quality was the Hint I needed.

having 35 BP to spend on Positive Qualities and gaining additional effective 15 from Changeling/Surge III
We have 50 Points to spend on:
20 Excpetional Attribute
20 Metagenetic Improvement
15 Glamour

This Indeed dosn't fit
I'ld go with Metagenetic Improvement, Glamour, First Impression and Adept with a Mentor Spirit for your favorite Skill

Get genetic enhancement and tailored pheromones, an emotitoy (or multiple emotitoys)
Get Kinesics as an Adept Power and you probably want the power Commanding Voice

by now you should roll more dice then you're GM is happy with

Unfortunately it doesnt work that way, Im also building a troll social charecter. You have up to 30 points to spend on meta gen,and  20 to spend on normal. Thus glamour and metagen improv  dont fit.

That said. Im fine with 3 or 4  charisma, improved ability, 4 influence and glamour, If you go for tailored too. you can get 16dice.
Mine only has 12... but he has 22 dice in blades :p
