Body essentially represents the amount of damage you can sustain.  It is an abstraction that represents things like the solidness of the body, the thickness of limbs and arms, solidness of bone structure, etc.  Dwarves are short but thick and solid, so they have higher than average Body. As a Gnome, and a skinny one at that, she is short, but without the heavier build and thick resilient body that Dwarves have.  Body 2 is not frail, it's just below average, and while it may not be a brilliant decision from a survival perspective, it fits the character.  If I find she's going out of action a lot, I'll buy it up with Karma to represent a mixture of scar tissue and an in-character decision to work out so she can take more punishment.  If she dies, then at least she will die in character.  ;)
I am taking some advice and raising her Willpower to 3 though.  She is more rebellious and distrustful of authority than she is flighty, now that I think about it.

She has Pistols 1 and Automatics 1, because she has a high enough natural Agility she never really needed to practice either skill in basic training.  She got good enough to pass, and then went into the sniper training program.  She only even acquired her pistol since coming to Seattle, and it is as much for style and looks as it is anything, because she carries it openly.  I have also purchased an Ingram Snartgun X for her just as a backup weapon for versatility.

She doesn't have any Cracking skills, but it didn't make sense for her to not have at least a passing understanding of gereal computing and computers.  I figure it was covered in basic training along side the Automatics and Pistols skills, and she paid about as much attention.

I dropped the Con (3), and bought the Influence group at 2.  Even though Leadership doesn't really feel right, Etiquette does.  I also picked up a cheap second Commlink, put points into Parachuting, and removed the Personalized Grip and Skinlink from the Barrett and put a Chameleon Coating on it instead.  She has clothing with the Color Changing modification from Attitude which gives a bonus to stealth similar to Ruthenium Polymer Coating (not quite as good) but without the encumbrance of additional armor.

It will be a bit before I can update the first post.

Sorry but the canon fluff does not support your view, or rather your view is only a small part of what it really is:

"The Body attribute determines a character’s resistance to outside forces. It represents the character’s cardiovascular fitness and endurance, immune system, how well she heals, her tolerance for drugs and alcohol, and, [[ONLY]] to some extent, her muscle and bone structure and weight. Low Body could mean a character is skinny and frail-boned or has bad eating and health habits.
...
Body does not necessarily correlate with physical size—a fat, out of shape character likely has a low Body, but a small character who is wiry and athletic may have a high Body."

A 2 attribute is "underdeveloped", so your gnome would have an underdeveloped fitness and immune system, and to some extent an underdeveloped muscle and bone structure. Basically - she's unhealthy. The fluff says explicitly you can be "wiry" but still have a high (or 3) BOD.

Increasing Body to 3 (She might be small and skinny, but she is Russian.
Respecced armor:
Day-to-day (non-running): Transparent Second Skin w/ Ruthenium Polymer Coating, Nonconductivity (4), Chemical protection (3), Skinlink; and an Evo trenchcoat with Color Changing (Total armor 4/1)
On-the-job: Same thing but add a half-body suit of FFBA and PPP SecureTech Shin and Forearm guards (Total armor 8/4)

Now I am at 411 build points though.  Need to find somewhere to trim...

I'd think she'd wear the FFB round the clock, you're supposed to live in that armour, it's the heavy outer stuff that gets put on when you're going into the heat of it. I'd recommend as a cheap and effective armour the "Camouflage Suit". The colour changing clothes are fun and I'd recommend them over the ruthenium armour in any case as a cheaper solution.

Leadership is overall useful for someone coming from a military background, and snipers usually being high ranking well trained soldiers can also function as pathfinders and scouts offering intel for their forces. Leadership can be specialized for tactics, which would optimize that.

She doesn't wear the FFB because even though it is comfortable and form fitting, it still looks weird and bulgy under the Second Skin, and frankly she's a crazy exhibitionistic attention whore.  On runs it's a different story because she's "on the clock".  She also wears it in situations where the visible armor under the bodysuit is an intentional effect to look bulkier or more intimidating, but without the obviousness of the PPP pieces.

I suppose it does make sense for her to have some Leadership, given her background, though like Pistols and Automatics she relied on her natural abilities to get by and didn't train as much as she should in it (so it is only rating 2).
