If I got this right, I think it was going to be Spooky & Boomer creating the distraction and Rat & Three Star would sneak from the back door (the one that they can actually open). Rat would go in first to make sure the path was clear, open the vault and call Three Star in to help him with the bags. While Rat was working on opening the safe, I would assume Three Star would be the lookout?

Yeah.  It would be idea if an abandon car could be found and it could either be rigged to blow up (or be set on fire).  the second option might be just as good and not as alarming to the Ancients.

Might need something that will generate a lot of smoke.   Like oil on fabric or something like that.

I have a smoke generator on my car (and an oil slick sprayer), although that will mean I will have to come closer

I think having you ready for the quick getaway might be more useful.  Besides, as a drake, I breathe fire.  I can get you smoke.

When this is over I can already see that Boomer will be burning the SIN he's running. 

Also the more we drive around in their territory the more notice they will tak.e (Why does this car keep driving around?) 

I know the plan is quick and dirty but they don't really have much time to set up.

I parked myself somewhere to do the fingerprint stuff and get the weapons and hardware kit.  Since the shotgun is in a smuggler's compartment under the backseat, the people on the backseat have to be out of the car in order for me to access it.  So you can continue.

Since the apartments are a dead end, wherever which way Spooky and Boomer will be doing their diversion, Rat and Three Star will come by the other way, sneaking around the building to the back.

You have the location of the guards on the outside of the building, so you should be able to avoid them.
