For S-K, I would have teams of well-trained SWAT dudes hounding your party. Maybe they're even content to let the PCs actually do the heavy lifting when it comes to finding the map, then they send in their agents to ice them and capitalize on that information.
For Evo, for the style of game you seem to be running, the thing that comes to mind for me is a cyberzombie. Evo doesn't officially make them, but they definitely have the ware for it, and it's suggested that Evo subsidaries create them via the Russian Government. Just imagine - a big Russian killing machine chromed to the gills chasing the PCs all over the globe, and one who just keeps coming back. I always prefer to use cyberzombies like this - something the PCs don't really have a shot at killing the first few times they run into it, but that they can escape by leaving it on the other side of a reinforced security door, dropping a building on it, whatever, until they've got some more karma and gear under their belt and they finally are able to stand their ground in a climactic encounter near the end of a campaign.
