It's a bit off topic. But it is also related.
I read it the same way as you. But indirectly that also mean (at least for me) you probably can't have thermographic contacts under low light goggles. For the same reason you can't cast through either of them, they are not transparent to the natural light - your eyes are looking at digital displays in the form of contacts and your contacts are looking on digital displays in the form of goggles... There is no thermographic information for your contacts to convert into visible light... If you want thermographic vision rather than low light vision in this case you need to remove your digital goggles (or install thermographic in your goggles).
Of course very little of this is described in the books. But it kinda make sense. At least to me
