Neil is a great character for the show but he would be a 650 est character for run. The Face character is the easiest and I would go with the adept version of the face as his humble roots stayed away from a ton of expensive cyber and it is flat out more artistic. He is a seducer, he is a good cold reader, has impeccable taste/knowledge of all thing valuable/exotic valuables, used a dozen aliases, world traveler, a master conman, and his etiquette is across the board brilliant no mater if his in the room with CEO/Fence/GMan/etc.
Then is his other skill sets. He is a thief of no small ability. Lockpick, stealth entry, and defeater of numerous complicated alarm systems. He is partner with many other notable thieves for various jobs, speaks a variant of modern theives can't shorthand to describe tools, techniques, and strategy. He is also a Master level forger who can replicate by hand masterpieces so complete as to fool almost all. This includes replicating paint and canvas of the period and of course painting the piece itself. He also paints recreationally going back to his artistic essence of the character.
The drawback to balance the character are his aversion to fighting, except via sword apparently, using guns is foreign. He also signs his work and has a almost Riddler need to tweak the cops nose on his capers. He is loyal to friends. He is also being monitered by the FBI.
