Any ideas how to make someone as charming, and talented as Mr. Caffrey from the TV show "White Collar" ?

Never saw the show.

But for charming, there are some standard approaches to the "Face" character.  High charisma. High influcene skill group.  If you are going the augmentation route then Tailored Pherimones and a Vocal range enhancer gets  you four more dice if you max it out.  If your GM doesn't house rule it out grab an emotitoy and/or some emotion software, but they are so low priced for the number of bonus dice they give that many people consider them "broken" and houserule against them. 

If you want to go the awakened route Adepts have some tricks up their sleves too.  Kinestecs gives a nice bonus to social skills.  I think they have a version of the Vocal Range Enhancer as well, but I don't remember what its called.  There are probably a few others I can't pull out of memory, I am way from my books right now.  See above comments about emotitoys, they work here too if allowed.

Caffrey's awesome:  Add - Seduction, Etiquette, Con and Knowledge of Humanities.  While not a book knowledge per se, history and art are a natural.  Love to see the stats once you're done.

Neil is a great character for the show but he would be a 650 est character for run.  The Face character is the easiest and I would go with the adept version of the face as his humble roots stayed away from a ton of expensive cyber and it is flat out more artistic.  He is a seducer, he is a good cold reader, has impeccable taste/knowledge of all thing valuable/exotic valuables, used a dozen aliases, world traveler, a master conman, and his etiquette is across the board brilliant no mater if his in the room with CEO/Fence/GMan/etc.
  Then is his other skill sets.  He is a thief of no small ability.  Lockpick, stealth entry, and defeater of numerous complicated alarm systems.  He is partner with many other notable thieves for various jobs, speaks a variant of modern theives can't shorthand to describe tools, techniques, and strategy.  He is also a Master level forger who can replicate by hand masterpieces so complete as to fool almost all.  This includes replicating paint and canvas of the period and of course painting the piece itself.  He also paints recreationally going back to his artistic essence of the character.
  The drawback to balance the character are his aversion to fighting, except via sword apparently, using guns is foreign.  He also signs his work and has a almost Riddler need to tweak the cops nose on his capers.  He is loyal to friends.  He is also being monitered by the FBI.
