Also means it does -nothing- but what you tell it to. (eg: If someone takes a swing at it with a hammer, it'll just stand and wait for the blow unless you use a complex action to tell it to dodge. A voice commanded drone will recognize the attack and try to dodge automatically.)

This is only true as regards full dodge.  Regular passive dodge is done with the AR controller's command pool alone, it serving the place of reaction, and is automatic.  Basically this is what you're paying for with that whole "take an action each CT to drive the vehicle or it goes out of control and crashes," business.

So you're actually resisting 11P Drain if you want to do 16S

On P203, section drain value, it says:
Drain is variable, based on the spell's Force /2 rounded down, and modified by drain modifiers appropriate to each spell.  So 3 is correct.

As for the rule you quote, it says on p204 in my Anniversary book (caps are my emphasis): ... as an OPTIONAL rule, every net hit applied also increases the drain DV of the spell by +1. 
So it's not standard like that, only if you choose to use this optional rule.  In that case I'll have to rethink the amount of net hits I'll use (as you don't have to use them all actually, this is stated in the same paragraph) and the spells I want to use.

Actually stunbolt is one of the few that are really overpowered that way.  The fact that I had 7 hits on 13 dice was also exceptional (almost double as what statistics should give me).  8)
For most other spells the drain value is higher.  Your powerball is F/2+3 for instance, so that would be 7P for a F9 powerball (and 11P for F16  :o ), which is quite a bit more, so that will keep things in check as well.

Anyways, you're the GM, so if you want to use that optional rule, go ahead.  I just have to adapt (and stunbolt is the only of my spells affected, as it's only direct damage spell I have as fireball is indirect).  ;)

And you still have to roll your resistance (willpower in this case).  It might get less than 16S (actually I hope it will, otherwise I might kill the guy if he got dumpshocked out of his drone).  :o  ::)

In that case I'll only use 2 net hits to go to 11S (as according to the same rule direct damage spells allow me to choose the amount of net hits I use after the resistance test), and I take 1P damage from the drain.  I had 4 hits on my drain test, and with 2 net hits I have to resist 5P drain, so one remains.  That's of course assuming I still have two net hits left after the resistance test.   :)
That should still drop him unconscious.  :)
